The problem is that UE is too good of an engine. It's so easy to use and allows for so much laziness that devs just use the standard effects and settings if they can get away with it
If games look the same is because they choose to do so, Unreal Engine, hell, no engine prevents you from making up your own artstyles, it's just devs go for "muh realism".

Hell, Arkham Knight is one of the best looking games of the 8th gen even though not only it came out early in the gen, but it used Unreal Engine 3, not even 4.

Now imagine these same devs making their own engine.

If the devs suck, the game is going to suck and no lightning system is going to make them not suck.
If the devs are good, they'll do their own thing, and will probably also make a game worth playing.
What you should ask is for competent devs.
If they didn't have access to the engine the problem would be solved. Even if their inhouse shit looked like absolute garbage it wouldn't have the same soulless look to it.

The irony of it all being that the one game that was still up until a few years ago running on tech based on idTech 3 was COD, which for years got shat on because it looked like shit for a game of it's budget.
Not him but I work with it every day, and I don't like that a bigger and bigger portion of game studios are switching from proprietary tech to UE4/5. Obviously it's possible to make a game on Unreal look and feel completely different to other games (Octopath Traveler, Guilty Gear Strive) but many games don't do this. Sometimes there's a certain "feel" that comes with an engine, especially a middleware engine, that some studios don't know how to change to fit what they would want, and games feel slightly more homogenous as a result.
I also just think it's way less interesting when everyone is using the same technology instead of developing their own. Capcom's RE engine, for example, is producing great looking games that have all the latest technological features, and they made it themselves.

That was like the worst possible way for Epic to even re-engage PC fans after taking one of the biggest hiatuses from the platform from 2007 - 2014. Made a great fuss about going back on PC and getting the community involved and everything only to dump everything silently and only tell the community a year later without any apologies. And it only got worse from there as far as PR blunders goes.
I don't even understand why they are content with pissing off PC players when they are integral to having the Epic Games Store become a thing. No one is going to willfully buy from the store and even worse, they will pirate on the principle alone. Publishers are only engaging for the fat stacks of cash Timmy is fielding them for now. I don't understand the business strategy behind it and it boggles the mind Tim Sweeny is even bothering with EGS when he's making a boatload of money off his longest running and existing cashflow. But of course, it's not enough even after he sold out his company to China and he has the majority marketshare in game engines.
Tim's only hope really for redemption is to actually shut up and stop suing Big Tech companies to put up with competing with Steam properly with features and pricing and possibly revive UT4 as a loss leader just so they can buy back some goodwill from their customers. I don't see any other way with their current strategy it doesn't just fall apart even if UE5 has this many commercial customers.

I have the feeling those people liked the fact that MGSV could run at more than 10 FPS on their 6200 LEs, or the way controls felt, even though the latter has nothing to do with the engine.
Al lot of UE games do look the same, there are parts of the rendering pipeline you can't change, and lesser devs just end up using defaults for most things. This will get worse with UE5, as Lumen has a specific look for reflections.
This of course doesn't mean that every UE game looks the same.
