I mean, the goblins in Harry Potter don't really have a choice. They can't exactly expect better treatment from the normal humans, so that by itself reduces their options of living to the few magical conclaves that exist around the world. Britain being one of them.
That is also the place where their kingdom is located, so packing up and moving their entire shit across a continent, and doing it all in secret, isn't exactly feasible either.
So it is either
1) Live underground in Magical Britain, where they have always lived since the time of their ancestors, in turn having to deal with Wizards and trying to keep a modicum of power through control of the banks and upholding their ancient treaties through the threats of war
2) Risk everything making a very dangerous and logistically challenging trip across the world and trying to start from zero.
Not exactly great options either way
But the OP isn't entirely correct either. Goblins aren't in a helpless position. The wizards would love to get rid of them, but the Goblins do have the ability to bloody their nose. So they concede the control of the banks to the goblins and in exchange the goblins don't revolt, causing a war that could very well go either way.
So both sides avoid the issue by making concessions.
