The Viera are literally a re-tread of the Miqo'te "males aren't allowed to leave the tribe", and the only reference to them was a blatant crossover with another game that they made cannon to explain their actual inclusion later.
Hrothgar not being seen makes sense, because they were isolated to one of the first places Garlemald took over. The designs for Gunblades had to come from somewhere, what does it matter that the Blades of Gunhildyr designed them first? And their queen being a Roe is only because they hadn't come up with the female Hrothgar designs yet.
Face it, bunny fucker, the Viera were added to appease coomers, while the Hrothgar were a unique race they were adding in that ended up overshadowed by ERPers.

You can complain all you want, Yoship literally said that Hrothgar were supposed to be the new race, and Viera being requested so much made them change their development plans.
