They don't. They make a perfectly normal, family friendly design and then porn artists latching on to the latest FOTM take that character's general visual traits and apply it to a blow-up doll. It's not even a Disney/Pixar thing where the original characters are fairly sexy to begin with. Rosalina, Princess Peach, Ankha, etc, all look like flat rectangles but from fanart alone you'd think Peach was packing a pair of 44G cups. Midna/Samus are basically the only exceptions, not counting stuff they just publish like the Xenoblade series.
It's literally just because it's popular. Same reason you see Elden Ring getting a lot of fan art where earlier Demon/Dark Souls games didn't get nearly as much. The artists play the games, or have fanbases that play the games, so they make content of characters in the games.

I wouldn't call Derpixon "extremely mediocre" but their animations are bad and appeal heavily to the lowest common denominator. I think they would be better off making ecchi animations with cute girls, because like says, they're trying too hard to be funny with stale sex scenes and neither play off one another very well. In the mime animation, the mime scenes were actually cuter and hotter than the actual explicit sex scenes.
