This is mostly true right up until Dark Souls 3, which, being developed contemporaneously with BB, likely shared a lot of the resources.
After that, the lines blurred, as Miyazaki wasn't the lead script writer for Sekiro, and there were clearly sizeable differences in the developmental ambitions of both their next projects.

I have no particular love for DaS2, but the a-team, b-team shit was always mainly being propagated by obvious sonyboys.
It's strange now that they're using Sekiro like a mask to hide their blatant console-faggotry, especially given Miyazaki seemed less involved with Sekiro, and relied on seperate scriptwriters/story directors.
