Come up with some contrived way for some otherwise unrelated characters to team up and do stuff each game, make it different every time and don't go through the entire bloated cast each game.

I wouldn’t. The problem isn’t how many characters there are, it’s how they’re used. Case in point: most games after Unleashed had only Sonic, Tails and Eggman and they were written crap. Don’t blame the product for being shitty, blame the company that allows it

Nothing wrong with the cast just dont put in everyone at once, take a few and actually make them playable or give them a good reason to be there in the story

You could say the same thing about Kirby's cast. The issue is Sonic doesn't know hoe to utilize characters, when to shelve them for a while and bring them back when needed.

Mario also had a shit ton of characters and it peaked with TTYD. I think past the Wii era Nintendo basically abandoned them in favor of that "mandate" everyone talks about. Although it never produced the same level of horror autism the Sonic franchise did.

The problem isn’t the amount, its how they use them, and that the autistic fanbase won’t let certain ones die.
Fang, Bean and Dark are classic characters and just not necessary anymore, people should stop sucking them off.
Why wasn’t Knuckles in Unleashed? It makes no sense.
Shadow, Silver and Blaze have had their arcs, why are they now shoehorned into the main cast and inserted into games they’re not relevant in (Boom/Forces)
Why didn’t they just die like Gamma, Chip and Marine?
On that topic, why kill off Gamma and just replace him with Omega, the same character but edgey

Just make better use of them so their presence has a purpose. There's nothing wrong with Sonic's friends themselves, but the writers are pure garbage and cannot even manage to do a decent job with Sonic himself.

They never planned ahead with the world building so they just kept piling on and on.

make them playable.
give them unique movesets, not like what sonic world did and does.
acknowledge their existence through level design accommodating if not specific to said movesets
