you can pay the basegame price of 20 bucks/euros to play the game.
the rest of the perks and characters are hidden behind a 100 dollars/euros paywall that you have to buy individually .
You could buy characters with ingame currency but the way to get it is so retarded it sums up to about 1 new character every 150 hours of game

So, you're talking about an SFV style system specifically? Because pirating things like DLC is...well piracy. You didn't pay for the content so you don't have rights to access it. While some games offer in-game methods of grinding out the DLC, that doesn't mean you've "already paid for it." It's new content that was developed and put into the game.
That said, that kind of unlock system is rare. If you mean something like a fighting game where you get the base game for $20 and there are a number of season passes, again the content is separate from your initial purchase.
Game is shit anyway, why bother playing it?
If you are going to go so far out of your way to simply "play the game" then why even bother wasting the time and money? Even more so when there's a chance you'll be banned? I don't get it.
