That would have to be a toss-up between 7 and 10. Characters in 7 are quite fleshed out for the most part, I find them charming in one way or another, and they all have some connection with the main villain, even if it's just on a coincidental level. It's a diverse cast, so there's bound to be at least one or two that you can enjoy. The main cast in 10 is slightly smaller, but more tightly knit. They don't split up often and cutscenes tend to include everyone. Almost every possible combination of two characters has some unique relationship or dynamic, with the possible exception of Rikku and Auron, who are on the opposite ends of the spectrum in terms of overall character concept and design.

6 and 12 both have characters that are great, but they spread themselves thin by introducing shallow, superfluous tagalongs to the party. Almost every character in 12 had done something to piss me off by the end except for Fran and maybe Ashe, and Fran is mostly just there to be sexy...very VERY sexy.
