How would you make the sequel to Metal Gear Rising? For me personally I want to focus on binging stealth back while still retaining the action from the first game and perhaps making it even better, make the environments nice and solid, make the enemies feel like more of a threat than back then and bring back old characters and even have new ones thrown in.

And the action parts should be worked on too, we need to say "This is a 2020's game, we need to show it." With our action and style, maybe it requires more interaction, far more combos, far more ways to keep momentum and far more ways to move around.
It really depends on what we're talking about as a sequel if we're talking a Metal Gear sequel to MGR then I think it would be interesting to see how the Post-PNC and Post-Nanomachine Warrior world of MG effects people like Otacon and how stealth would have to change to adapt to the ever increasing technological efforts.
If we're talking an MGR sequel to MGR then it'd be neat to see Raiden confront his past by going to somewhere that has an ongoing war conflict and Raiden has to deal with a new generation of child soldiers who were perhaps brainwashed into a world view that Raiden's bloody history was something to aspire towards, like they have him portrayed as a mighty warrior or something in the brainwashing.
Sequel to MGR as another MGR is what I meant.
Then personally I would ditch the Stealth element and go for a more exploration driven game, not Open-World but more node to node environments.
Like I said in my initial post, have the plot revolve around Raiden getting involved in a war conflict involving Child Soldiers who were raised aspiring to a warped version of Raiden forcing him to come to terms with his Jack the Ripper personality (something I think MGR never really clarified enough on) and his childhood which seems to have still been suppressed after the events of MGS2, MGS4 and MGR
While focusing on the child soldiers we might also have to incorporate other story elements as well, as we have already had that much done in the first game, we need some other stuff to spice things up.
Tell you what... What is something you like about stealth in your games?
What if the stealth, gave you moments to explore and experiment in the environment while still keeping the tension of risking getting caught, maybe a hostage or bomb is at stake here or you don't want to be caught by someone unbeatable/hard af.
And as for the um... Boss fights, I want them to feel more iconic then only just a test for your skills....

I liked the stealth but I think it should differentiate itself more from mgs, less stealth, more action. one of the issues with stealth in the first game is that stealth seems to be the optimal way to do things sometimes, the ranking system even seems to reward it better than action in some cases despite being easier than action and having little risk because if you get seen then you just transition to action so there's no reason not to try stealth
stealth should be an option, after all raiden was originally trained that way and he's also a ninja, but I think it needs to change it up a bit if they want to keep it. perhaps it could blur the lines between stealth and action, maybe allowing stealth kills in combat somehow (monsoon's red phosphorus seems like a good way to do this), making stealth require skills similar to combat.
either way action should be the primary focus and you should be able to go through the whole game with pure action and get the highest ranks and not be scolded over the codec, basically the stealth should be treated as an afterthought

metal gear was supposed to die in mgs4, it was supposed to wrap everything up. kojima didn't even want to work on the series after 2 and even 2 has a lot of meta-commentary about sequels and was also all about passing memes (in the original meaning of the word) on to the next generation because kojima wanted the team to go on working on the series without him. he never expected to follow up 2 so 3 was a prequel to avoid that

Jack the Ripper to me was Raiden accepting what he is, a killing machine, and was done trying to lie to himself or convince himself otherwise. he doesn't want it for anyone else but he can't go back to a normal life either

Stealth is the thing Raiden should be doing when you aren't playing as him. Open a mission with him having infiltrated, and now he needs to murder everyone. Just cut to the bit where he gets caught or whatever and the necessary action starts. Don't bother going half-hearted with stealth gameplay that is going to be constantly halted for combat regardless.
The only thing I'd accept stealth for is secrets.

I would love to see a bridge between the late events of the Metal Gear universe and Zone of the Enders.
I mean, technology is getting there, and Raiden, since he's a cyborg, would likely live long enough to see the events of ZoE1 taking place.

I agree about bringing more stealth elements. I loved the concept of playing Raiden as a "predator" and mixing action and stealth (as opposed to Snake's more evasion based approach) that Kojima originally had envisioned for Rising, and I think it would help to improve the gameplay and make it more distinct. People seem to forget how shit the combat in MGR really was outside of the boss fights, probably because every sequence that wasn't a boss was forgetable as fuck. Of course, improving on the existing combat would be important as well (make it easier/more worthwile to switch weapons, subweapons, etc).
As for story, I'd like to see a game focusing on Gray Fox, and the events that led him to become the "cyborg ninja" from MGS, though I'd be down for another Raiden game as well.

I agree about the stealth. The concept of being an extremely efficient silent killing machine was supposed to be on the table from the start. It ended up being pretty rough though. Trying to do a section with stealth was just frustrating because it was janky and felt like an after thought. Now I should clarify that it shouldn't be like MGS stealth, it should be stealth based on the fact that Raiden is a cyborg ninja. Choosing to make Raiden have a card board box and other items from mgs for stealth was stupid in MGR, why the fuck should a cyborg ninja have to use a cardboard box? I know people will say stealth is boring, but either way the game is gonna have sections of lower tier enemies which are brain dead to fight anyways, and it'd be cool to have stealth be a viable option in these sections, and be a fun option at that. And I'm not even saying put more of these sections in the game than there are in MGR, I'm just saying make stealth good.

That's how it was supposed to be, but after the game spent years in development hell they gave it to Platinum and askem them to "salvage" it. Whether Platinum had no idea how to design stealth or they had to rush the game out of the door, the result is the half-baked stealth system we have.
Being able to choose whether to fight enemies head on, sneak up on them, or avoid combat entirely feels very Metal Gear to me. Something that might also be cool would be a boss fight that makes use of these mechanics rather than being just a straight up fight, like The End. Imagine being stalked by the boss through the level, only to turn the tables and start stalking him instead.

Everytime I play MGR, I feel like it isn't as good as anyone says. For reference I love DMC and Bayonetta, but this just does not touch them at all. There's just something about the level and encounter/combat(?) design that feels so fucking janky. Every time there's a change of pace in the gameplay it feels weird and off. And they do codec calls and cutscenes ALL the time. While the writing, music and gameplay all mesh well together, those moments where it truly happens are a few and a far between. Everything between them just kind of sucks. If it wasn't for the boss themes and all the memetic dialogue I'd never recommend this to anyone and would've probably forgotten about it.

I feel the same, i think its because most of the moves rely on delay based/ mash based button presses, and action games with this kinda movelist isnt as tight and fun to play when compared to the amount of control you get with something like DMC.

i think it would be better to go the opposite direction, more towards godhand and NMH then DMC. mainly because the aircombos and air enemies in MGR fucking suck, and theres about 50 different ground combos that dont really do anything. theres move to put enemies sideways in the air, but why do i NEED to do that? you dont, and thats the problem. if the game required you to knock an enemy off balance to zandatsu or just simply gaurd break and juggle, it would add more depth.

VR is the most underused aspect of MG. They constantly talk about VR training being previous missions replayed, the theory that MGS2 is entirely VR, VR everywhere, and it's only used for five minute training segments and a funky platform for bonus missions. I'll be deeply disappointed if MG dies as a franchise before they do something like have a VR mission where you get to re-fight Solidus or Vamp.
That old trailer for MGR with solidus actually made me think he might have some kind of presence in the game, but unfortunately the whole thing wasn't intended like that.

Here's my pitch
play as Gray Fox, during the 2003-2005 period shortly before the shadow Moses Incident, but after he receives his exoskeleton and abilities. At this point he is still very much mentally unstable and has no desires other than: lust for bloodshed from his conditioning as a child soldier, desire for answers about his past due to a twisted identity crisis, and a personal quest to face snake in battle. The enemies that he would be facing depend on the context of what's going on at this point in the MGS lore but there is still a lot of room for creative spin-off enemies/bosses like MGR; perhaps they could be prototype Metal Gear REX machines, or failed experiments of the nanomachines and/or gene therapy, creating equally superhuman enemies to rival Gray Fox's abilities, eventually leading up to the final battle with Snake, but the game could end before this point so it goes out on a high note. MGR2 would flesh out Gray Fox's character substantially while giving a new perspective on Snake, Big Boss, the patriots, and Naomi, since he has been a recurring character throughout the timeline and has a somewhat major role despite not always being talked about in detail. Gameplay would be similar to the first one, but with additional mechanics and abilities, with more focus on mobility like wall-running and jumps/flips, and a much more in-depth level design to utilize the environment more in combat. Gray Fox would have his own version of "Ripper Mode" where he goes berserk and lighting shoots out of him, gets stronger the more he takes damage, to get a high-risk/high-reward situation.

MGR2 should retain the bare minimum of stealth mechanics in the sense that you will often approach enemy encounters with the initiative and it is up to you to pick which chess piece gets removed from the board first and at what position in their patrol routes. That way encounters can be designed around presenting multiple threats that are effective in different parts of the arena and weak against certain weapons or strategies in those arenas, letting each player choose his approach based on his skillset and/or upgraded weapons.

This. Parts of this is already in place with the original, it's just a matter of varying the gear/weapons of the enemies and your own that would allow for this work.
I've actually done a whole design doc about it, but I decided to do it with my own original characters simply because it feels more possible than me just pining for the MGR license.
Stealth is actually completely cut out because it was fucking stupid and pointless. It wasn't fun, so why even leave it in there? The fun bits were the combat mechanics, not pressing X behind a gorilla before he saw you. Stealth gameplay is holistic, every factor needs to feed into it and revolve around it or else it feels and essentially is tacked on. MGR was clearly built around combat, as stealth is limited to "don't be in front of enemies" and "maybe hide in a barrel". The rewards for successful stealth are also limited in most case, though they did make an effort to at least acknowledge the player's efforts at times.

I would have bought Vanquish if they took a chance and made some improvements. I'm definitely not paying more than five bucks for a not-actually-remastered game without any additional modes or challenges that still has no level select, new game+ and that completely fucked upgrade system. Unlike God Hand or other such games Vanquish is flawed enough that I don't blame people for not buying it.
Same goes for Rising really, I'm not buying it again unless they add more VR missions or something at least.

Maybe the aircraft and land vehicles look way more weird looking and there are soldiers with mutations that give them abilities but the make their appearance look way different and they can also be enhanced with cybernetics.
Not all of the enemies, keep at least most of them plain cybernetic and the rest can have genetic mutations.

How can we make stealth better?
The 40 or so Boss AI chips Snake took from Mammal Pod have disappeared after PW (At least, the pod in TPP was the gutted leftover version), and you run around the submerged MSF Mother Base (and ZEKE burial grounds), DD Mother Base, Outer Heaven and Zanzibar Land trying to track them down.
You can bring back a robot Boss that will wipe the floor with Raiden. The cybermommy to rival 2b.
And Solidus Tentacles as sidearm option.

Best case scenario, you could beat the game entirely through hack and slash fun or stealth but most games can't balance these two option properly and for MGR it's best to focus on the fun action instead of the slow methodical stealth.
But if it's done right, it'll be beautiful and you would be thanking the fuck out of me for even suggesting it.
it cannot be done right in this kind of game. stealth is by definition, slow and methodical. it doesn't fit at all.

Stealth usually works for games/characters who are at a disadvantage. Meant to be more of a slow process. Games like Deus Ex that try to balance both options but have to make it more of a moral choice since it'd be easy to go in guns blazing.
Or something like Crisis. There's stealth options but all it makes is a super OP character who never has any challenge.

I think the Arkham games had some good fast paced stealth with the predator sections, something like that could be done in MGR if they gave Raiden more movement options and gadgets

But with the Arkham games, Batman is actually rather weak. He goes down in a few punches and within a second against bullets. The game is clearly aimed towards stealth and avoiding damage at all costs, hence the ease to dodge and chain combos.
Toxic fumes, radiation, getting overwhelmed by powerful enemies, having his abilities inhibited by some external/internal source, fear and trauma.
Not to mention getting infected by a retro virus would be a bitch.

Part of being a game dev is being able to think outside of expectation, outside the box, and wow everybody with new and creative ideas, even if the person thinks they'll fucking hate it upon hearing the idea, even if they think you're insane, but ask yourself, have you even tried?
