Literally don't know what they were thinking behind this logic. It's very, very clear the developers threw out logic to make the game more fun, such as meme builds, and recruiting students from other classes despite being so heavily tied with their respective House. They even let you assign crests to non-crest holders and relic weapons, which, according to the game's lore is a no-no.
So why not throw in practically every character to be recruitable? if the unit appears on the battlefield, it has all of the mechanics there to be played. Looks like we got to rely on modders to do all of this.

Leonie is great as a unit in general, not so sure if her archer side is particularly great compared to Bernie's until rather late on, since A is needed for Point-Blank Volley, and Bernie outpunches her for ages due to PC giving her more functional strength than Leonie. She does naturally double more things than Bernie, to her credit, but Bernie gets to Dead-Eye at C+ for a range niche.
Leonie is the better unit, but I sorta hesitate to call her the better Archer.

Str growth differential is absolutely minimal(+1 over 20 levels) and Spd is likewise(+2 over 20 levels).
Leonie's offense is not much better than Ashe's unless she puts her Rivalry skill to very heavy use or until she reaches A Bows. He also picks up Death Blow and Str+2 quicker than she does. Being locked out of Darting Blow sucks for the guys, though.

Honestly, Leonie's biggest strength compared to the others is just being able to frontline, her performance offensively is only marginally better in standard bow combat(worse than Bernie whenever they hit the same amount of times), and Dead-Eye and such things coming early to the others arguably make up or that.

Not him but I just made Ashe a wyvern rider and had Shamir as my designated archer. He comes with lockpick so having a flyer who can open those chests seemed amazing for utility, and he was still pretty fast and strong. Meanwhile Shamir may not double as much as the others but that didn't matter much when she could crit so much.
Basically I don't really think that those marginal differences mean much. One of the strengths about the gameplay is that most of the cast is pretty well-balanced and can work in various classes.

Lorenz is basically the only character who can feasibly struggle to meet this threshold, so that shouldn't be a concern. You're not so strapped for deployment slots in this game that you need to roll your combat and utility units into one.

Riding boon is real good for dancers, and sword boon is a nice extra thing. Of the Riding boon students, Ingrid has the lowest opportunity cost except maybe Marianne. Ferdinand and Sylvain both have Swift Strikes, Leonie has Point Blank Volley, Bernie has Vengeance, and Lorenz can have trouble meeting the Charm threshold and has lower availability on BL. Plus, Ingrid is weaker on BL and doesn't have anything to make her stand out as a combat unit on Maddening outside good skill boons. Anna and Hapi are probably fine as dancers.

The best way a Dancer can operate:
-Have Bulk/Avoid so they can dance close to or on the frontline
-Dance on more or less every player phase(so having utility magic users be Dancers is a bad idea)
-Preferably have good enemy phase combat, so they can even contribute that way
-Have Movement +1, so a horse boon is very beneficial
Dorothea is the direct opposite of a good Dancer, having none of the things that make a good dancer, and being a dancer prevents her from doing what she's actually good at because dancing is too good to pass up even on a bad dancer.
