One thing I think would help is changing his minigun from firing four 9 damage bullets every .1 second to six 6 damage bullets every .1 second, same DPS but what I think this will change is make his mid range damage a bit more consistent, often you can be doing well with your tracking but not dealing much because of the randomness of spread, I think this would just reward better tracking more.

Give him a fart gun

He was fine for a while but Valve nerfed him because the windowlickers who still play this shitty game couldn't handle it. Valve openly balances this game around the lowest common denominator, which is why Pyro and Spy can't get buffs, so I'd recommend not worrying about it anymore and either playing a different game or figuring out coping mechanisms such as playing Demoman.

for some reason Yea Forums examines class balance in terms of 1v1s between 2 people with very high skill level, like "when 10000 hour heavy fights 10000 hour demo, the demo will just instantly hit him with 3 pills and shadenfreunde"
In a team situation with multiple classes present on both red and blu things are pretty different. A heavy can protect his team from faggot flankers pretty well, bonus if he has Natascha and fucks up enemy rocket/sticky jumpers. His teammates can help cover his own weaknesses too, with a medic attrition damage is worthless against heavies, a friendly spy benefits a lot from the aggro the heavy draws to himself.
Also his shotgun is highly underrated, great in situations where you need a bit of extra mobility

revert blue moon changes to flamethrowers & especially dragon's fury and then fix spin2win in a way that doesn't hurt people who actually aim
change degreaser's afterburn damage reduction to -70% max afterburn duration so it has the same dps as other flamethrowers
remove slower holster speed from axtinguisher because fucking why
make the scorch shot only ignite for 4 seconds on splash hits
make the thermal thruster not draw and holster so fucking slowly
change literally everything about the gas passer or add it as a stock slot4 item
make reflecting projectiles and extinguishing teammates drain 10 less ammo than a normal airblast for all flamethrowers (10/15/40 as opposed to 20/25/50)

Buff Pyro to 200 health. Make them slower and noticeably fatter to compensate. Abandon all precepts of Pyro being an ambush class.

Give him higher crit

Reinstate the GRU + dalokos bar infinite health exploit.
Sounds like I'm trolling but if you're walking across an open battlefield having 3000 health is the only way to stay alive without a pocket medic because your big gun couldn't hit the broad side of a sniper as you're crawling at 0 mph.

Heavy's effective range is 7 feet or less and at that range you might as well be a pyro.

Give him a primary weapon that isn't a minigun

Afterburn can no longer be extinguished by health packs or medic healing.

Alternate secondary weapon is twice as much ammo for primary weapon

Give him the ability to goomba stomp like a soldier with Manntreads. Does more damage the further he falls and if he has minigun out. Instakill on scout.

Use bananna and tomi.
Jungle inferno fixed heavy more than the pyro. Heavy can finally survive without a medic and has a sizable buff to ranged supression.

If your team is competant you can pop out and shoot. Then heal up with the bananna and get back to fighting. Rarely will enemy players close the gap, and if they try you will typically have a huge chunk of your team to support you.

Honestly the only buff they could change would be to make the gru speed bonus be the norm when heavy swaps off his minigun. Would make shotgun viable and will stop people from being forced to use GRU.
With that heavy would be absolutely fixed in my mind. Save some new positive attribute being added to the GRU.

The more I think about it, the more a Heavy shield would make sense.
Especially if it blocks headshots when active and backstabs when passive, working like the Razorback. Although that may be too overpowered.

Just let him use a shotgun and lunchbox item at the same time, relegating the lunchbox item to heavy's 4th slot
