Also GTAV is technically much bigger but it doesn't matter when over half the map is pretty much barren of anything interesting to do and the rest of it is just a boring LA rip off compared to SAs LA rip off that felt like it had originality because they couldn't literally copy LA super accurately due to limitations. GTA 4 did a much better job at adapting an old map to the modern era and make it feel unique despite what it was obviously copying

go read the steam community hub, there are like 10 guides where people have packed up all the mods you in one zip file and you just drag and drop it into the gamedir and shit looks great and plays great. played both vc and sa at 60fps with zero issues.
