Yep. Even with out the proper multiplayer it used a ghost system similar to Forza (where you are playing against people's past runs) and everyone is just the specific combo of stuff for that level.
I would hope they drop it for multiplayer so everyone can play what they want but I highly doubt they will.

MK for example has a (bad) mobile game since MKX released, and has had and contiues to have exclusive content you can't get in MKX or 11- because the game fucking sucks compared to mk's already mediocre gameplay, so putting those skins into 11 would fucking kill the app's usage rate
i know its apples to oranges but its just to explain the general concept that the only thing Tour offers is its exclusive content, which if said content gets put in literally any other mario kart game then tour would become obsolete, and seeing as how insanely money hungry the devs for it are they sure as hell don't want to lose even a sliver of their pie
