zoro has the type of character story where the closer he comes to his goal the less interesting he is. Without ass-pulls zoro is arguably the number 2 swordsman in the worst currently.
He also fell into the "lol im a samurai now" even though it clashed heavily with his original design because japs brains are so riddled with propaganda every good swordsman is honoraboo samurai

zoro can only be thought of as the number 2 swordsman in the world because we don't know the strength of smoothie/king/shanks/shiryu et al. he appears strong because we haven't seen anyone else to gauge him against in a very long time. he hasn't fought another swordsman in ages. he dabbled with kyoshiro and gyukimaru and kamazo but no real fights.
zoro is not the number 2 swordsman. he can't be so long as shiryu and shanks exist.
