Guess that user is only going by how much it increases when you upgrade the skills: 5PP costs 8 keys and gets only 3% extra (from 6% to 9%), while 13PP costs 8 keys as well but goes up by 16% (from 11% to 27%). Now I'd just need Kokoro's 18PP SSR accessory but that doesn't exist yet, not even on DMM.

A few westerners decided since they weren't going to officially release the game in the west, that they'd spoil the party and spammed votes for Helena, the top-rated gaijin girl. This pushed Leifang out and put Helena in. The devs 'corrected' this by adding Leifang back in as she was supposed to be and how the Japanese voters wanted, then went back to ignoring the rest of the other girls who missed the cut. Helena banners are usually not all that popular, but they tolerate her presence because, as has been stated, her personality isn't as abrasive to jap sensibilities.
