A lot of characters were sidelined because they needed a function party for new players or those who royally fucked up the suicide mission.
Liara and the Virmire Survivor will always be carried over from 1. Buff McLarge is new as is EDI. Garrus is a bonus for those that had him live and I think Tali was on the party for 3 as well. Everyone else is relegated to small roles at best because they couldn't shift so many resources towards characters a lot of people may not even see. It sucks but its reality, especially with EA at the helm.
