Based on the translation, they are dodging the question pretty good by saying he comes late into the story (of part 1), which is why they use him as a guest character and also just saying Final Fantasy 7 Remake. They don't specifically say all parts. So there is a small chance he becomes playable in part 2, just not in part 1.

If there's time constraints just say there's time constraints, don't spew out this mess about how there's not enough time to establish his character arc in a prologue game where no one is gonna finish their character arcs, for fuck's sake Barret barely has more character development than him by the end of Midgar. Multiple parts was, is, and always will be a mistake.

Wouldn't be able to make as much money though if it was a single release. People won't pay 200 ameribucks for a game, but they'll pay 60 ameribucks each for three games.

It just reeks of laziness. Oh he's barely in this part of the game even though he's one of the earliest party members of the full game, so let's just half ass him now. They just planned around making a lot of money off this one part, testing the waters to see if it's worth it. Shoehorning Sephiroth in to please the gigglesquees even though you see nothing but talks about him and his trail until Kalm.
