Neutral only works in a real post apocalyptic setting. Like say Strange Journey forking the world over to law or chaos feels like selling out the human race even after the game keeps telling you that people are rioting blah blah pollution blah blah Kira on the loose in Tokyo. I'd say 4 is pretty bad about it too, the word is far far far far from perfect but when your options are "kill everyone because I said so boyo" it's hard not to just take the peoples side.
In 3 the world is already dead and and 1 and 2 peoples lives are arguably in such a shit state that anything would be better than wallowing misery. So picking Law or Chaos feels more viable.

In my opinion the best alignment rep in the series is Chiaki from Nocturne who starts out by talking a lot of sense while adhering to her ideals, and then as soon as Gozzu Tennoh starts whispering in her ear, you see power slowly corrupt her from inside.
