Unless the game is linear and there is nothing in the menus other than Audio/Video/Controls then yes, the less clutter the better.

As shown in this video, everything has to be obvious and guided, giving no room to your brain to think and learn through the game.
Game UI is not an exception to this mindset.

Why not add a design to the inventory/menu to represent what the game is ? Making the game UI to reflect the game atmosphere, scenario and era.

The map in Far Cry 2 was one of the genuinely great things about that game. FC3 was such a massive downgrade in that regard, that the whole experience felt substantially less immersive. That's the last game in the series that I've played.
