4 is the minimum, 3 is shit.
5 gives you enough people holding down the basic requirements that you can actually experiment with characters, roles, and jobs without jeopardizing your party.

4's okay, it gives you a little wiggle room to play around with stuff, but also keeps you on task.

3 means your party is incredibly restrictive, because in most games, you NEED a healer, and you NEED someone to deal damage, so you really only ever have one slot to play with, and any character that overlaps with those other two roles is just plain redundant. Extra shit if there is a forced MC who isn't a healer themself.

6 or more means that battles get skewed away from any individual unit's performance, and sweeping buffs or formations take too much focus.

8, with 2-5 it's usually one or two guys who does everything and the rest just tag along as utility so they don't have to waste items or action points, with 6-7 you already have a little army but when you need to split them or make formation 8 allow for better options.

If the RPG gives you access to generics, then up to 10 or 20 depending on the type of RPG, if there are only named plot relevant characters to choose from, then 6 seems like the upper limit.

For the active party it depends on the mechanics of the game. If each character is locked to one class, 3 is going to be pretty restrictive, but if each character is customizable or can switch classes mid-combat, it's perfectly fine. I'd put the upper cap around 5~6 though, because any more than that and each character's effectiveness tends to just get lost in the crowd.

For the overall party it depends entirely on how fleshed out they're going to be. If the game is only going to pay attention to an amount of characters equal to the active party size, then it should only have that number of characters in total too. However, if they're each going to be relevant somehow, I don't see any reason to put an upper limit on how many can be recruited, though inactive characters absolutely need to be awarded at least a percentage of exp.

I like the idea of having no maximum limit, but have the player's turn be timed and has to control each member individually. The party turn order needs to be completely customizable, that way the player can focus on important characters first. The time limit should shrink every time you add another member to the active party beyond a certain threshold, so that in games like suikoden most of your party defaults to a regular attack or defending.

If you have a party that you have access to at all times, four. If the story causes you to constantly change party composition, up to eight is fine. I hate benching characters, and the more characters you have in a party the less most of them get to do.
