Scout is the only disguise where it's immediately obvious at a glance that you're looking at a disguised spy.
If you're going for "nobody would expect me to disguise as this class" then pyro is probably a better choice.

Eh? I hardly ever see anyone disguise as pyro unless it's a DR spy that happened to get a pyro. If anything, he's a bad disguise because real pyros don't light on fire, but if you're on fire the jig is up anyway.
