Run LOOT, it'll fix your load order and it might help.
At least it's not NMM, but it's better to use MO2.

I don't have the 4gb patch. Will it prevent crashing if I only have 8gb of ram?

worst come to worst this is what i would do
1. Use FOMM, it is a bit more archaic than vortex, but it is simpler and installs mods for Fo3 and FNV much smoother than the newer managers
2. Run LOOT, many problems are caused by a poor load order
3. If you haven't run the 4gb patch, it is a soft requirment for project nevada and any other mod that alters the scripts of FNV, that game is held together with spit and prayers to begin with

I installed LOOT, and the 4GB patch and everythings working! However, it looks like LOOT did something with my Pip Boy mod and now my pip boy is default again.

move the pip boy mod to be lower in the load order
conversely, you can get xedit and make a merged patch
I'd say use mator smash but I think that doesn't work for New Vegas.

I like the world of DUST, but goddamn the author does not know how to do difficulty. That mod has some serious bullshit balancing.

Mator Smash does work with New Vegas, apparently. It's a replacement for a bashed patch (to fix leveled lists) which it doesn't seem like you've made either.
I strongly recommend you at least try it. Otherwise you're going to miss out on a lot of shit you installed.

plus maybe you might have multiple audio mods conflicting
If you can't think of anything else try the New Vegas Stutter Remover (NVSR) mod

Install MO2 or FOMM, either one is fine, just don't use nexus mod manager or vortex. lastly, get Loot. it saves you most of the trouble with load orders.
