The guy was asked to adhere to the dress code, and evidently refused (or was unable to because he traveled 10,000 miles with nothing but a single pair of shorts to wear) and dropped out of the tournament after getting butthurt. The dude looks like he just got done panhandling outside the tournament hall, if he doesn't have ANYTHING that's at least passable (e.g. a button-down shirt and some slacks) he shouldn't have come to the tournament to begin with.
