Yes, actually. It is effectively fire in a molten liquid, sometimes even solid, form. Are you specifically trying to link fire to gas emission? I would think it would make more sense to complain about fire magic having smoke spells. Smoke doesn't need to contain heat specifically, it's more closely air magic. Fire magic would more accurately be sorted into control of thermodynamic properties, which could include lava power, but not smoke, which is dependent on gas composition.

Magic "schools" should also refer to specific groups of mages who pass on their knowledge like religious orders, it shouldn't refer to specific classes of magic. You can say one school might specialize in certain types of magic but there's little reason why you can't learn multiple "schools" provided you have access to the knowledge to teach it.

No, flames are always gas. Ionized gases are plasma, not all flames contain ionized gases. The original of basically all heat is a product of molecular movement, or some form of thermodynamic mechanics. I think it makes more sense to look at fire magic as a control of heat rather than a control of gas or plasma, which can be products of reactions initiated by heat.

Condensing water vapor from the air to form a spear of ice would require control over water. The air isn't dense enough with water molecules to just freeze them into a spear without moving them first.

There is no bending type that specificslly controls all atoms or all molecules. Fire is a manipulation of heat and air, but not exclusively air for whatever reason. Air is a manipulation of just air, earth is a manipulation of non organic solid matter in rock or metals, and water is a manipulation of the liquid and solid states of h2o. None of these are all encompassing when looked at logically.
