Is Tokyo Mirage Sessions a SMT game or a FE game? I am inclined to believe SMT since Atlus made it.

It is neither.
It’s a TMS a completely new series with only nods to SMT, Persona, DeSu and FE
But no it’s not an SMT.

Really it's own thing but if I had to choose it'd be SMT since the combat is SJ styled and no SRPG mechanics.
Most FE mechanics, like leveling up your weapon, are outside of combat with the exception of Ad-libs

It is a regular RPG like SMT and not an SRPG like FE. Tactics are based around exploiting weaknesses, but they have that weird session thing instead of press turn and no demon collecting.
I guess it's closest to Digital Devil Saga, with a bit of Persona and FE flavoring...?
