Not OP but I wonder... does the PS4 still render at 4K when you do that, and it downsamples that 4K picture to 1080? Probably not.
If it doesn't, then does anyone know if there is some device/box you can connect a 4K input signal to and downsample to 1080? Just to get a smoother, less aliased picture, than one would get rendering natively at 1080.

I thought the console's still rendering the game at w/e resolution it's supposed to but if you don't have a 1080p TV you're only seeing 720p on your 720p TV.
Wrong, the game still renders everything at the same resolution it always does it's only that final output resolution that changes. Same was true for 360 and PS3 outputting to an SD TV. it has slowdown in all the same places because the game is still rendering at the same resolution internally.
So things won't be going offscreen because the game's being rendered at 4k but only displaying 1080p ?

Actually Rocket League, Sonic Mania, and Paladins are the only PS4 pro game that are native 4k (occasional dynamic resolution dips to 1660p) and mostly hit 60fps.
So if you want 4k/60fps on a PS4 pro those are your options.

If you have a device outputting 4k video into an older 720 (etc) display it will not always output since those displays were not designed the process the throughput of 4k. Read that sentence with diligence. You will have to change the resolution to a lower setting.
