Im kinda new to the RPG genre. I played skyrim but I was 5 years late to the party, im not sure how good it was on release but i sure as hell know it doesnt hold upto today's standards

RPGs have been going downhill for at least a decade you can't find too many modern ones that are full RPGs

Underrail isn't a particularly good RPG either until the recent expansion. It's a stat builder and combat sim at heart, the game, and most of its discussion, is based around its combat mechanics and how you engage with them.
No, a couple of interesting characters are not validation for a good RPG, its not the focus of the experience when I good RPG puts the player, and they're action first and foremost.
In a good RPG, you might never have to engage in combat at all.
