All video games are technically RPG. The only thing that's different is game mechanics.
There is no such thing as an RPG game mechanic.
What you are referring to is a game with a real-time combat system that includes a mechanic of experience and "leveling up" for the player character so as to give the character more power, sometimes with the player's direct input to power distribution usually known as "stats".
