There's a lore reason for that. tl;dr summary of it:

> Rebelled and started fucking shit up while wearing paper plates over their faces to hide their identities
> Corporate goons fled and left them stranded on the colony
> Workers deteriorated into sort of tribes that fought over the few remaining resources
> Wearing paper plate masks became a sort of cultural thing in reverence of anonymity

Main problem I had with it was the skirmish missions. They're all basically just a gauntlet of recycled districts. Still, I enjoyed it quite a bit. I really like the lore too. The Design Bureau is fucking based
