Speaking of DBZ, I'm not the only one who believes that the direction of the show slowly went to shit ever since the Saiyan Saga right?
Don't get me wrong, the original Dragon Ball has some faults and DBZ has its cool characters and stuff like #17, Super Buu, and even Beerus on super but there's a couple of things I fucking hate about DBZ (and afterwards) like:
>Detailed fights are replaced with a fuckton of light shows
>Physical fighting doesn't look so methodological and instead replaced by some fast punches and kicks that tosses martial arts into the window
>Anyone who isn't Goku, a saiyan, nor the villain is now treated like crap when originally they still manage to be decent at fighting
>Introducing power levels
>Making Goku some sort of God because anyone before him can't be a challenge for him

Like I said, it has some good stuff but the show's environment is now forever tainted

The difference is so small that it doesn't actually make a difference in his character.

By your own logic Cell is a bad character for being evil for the sake of being evil. After all he evolved beyond Gero's original intent of killing Goku and only wanted to test his powers like Goku and Vegeta. He was just the bad guy for the sake of being a bad guy rather than having his own motive.

At least Buu killed everyone and blew up Earth he even had a good fight with SSJ3 Goku while Cell's fight with SSJ2 Gohan was one-sided as hell, I remember being so disappointed in it after so much build up.

Doing evil =/= being evil

Maybe in terms of real life philosophy you're on the side of Rousseau, but many people agree that despite humans having the propensity to commit evil acts, humans aren't naturally evil.
Animals have to kill and eat other animals to survive, we may consider acts as killing to be evil, but that would then mean they would die if they didn't kill. If you agree that it's evil no matter what, you would be saying to live in this world is evil unto itself. Should you agree with that, you would also then agree that the Z warriors are evil themselves and all the humans are evil as well and there are no real villains or heroes in dbz.

Cell is programmed/designed to commit evil acts in order to survive and grow stronger, just like animals, but that itself does not make him born evil despite him committing evil acts

Not really, being written as evil is when a character has no real reason to be evil beyond taking the spot of bad guy. Cell fits that perfectly as he had absolutely no reason to destroy the earth or do anything that he did after becoming perfect.
To drive it home Fu is exactly like Cell but chose to be good in Xenoverse.

Cell is less popular because he isn't utilized as much as other past villains like Frieza. Exposure = popularity. The reason cell hasn't made a comeback is because animators hated drawing his spots.

To be fair most of the Downs Brigade are complete garbage anyway.

And let me just direct you back to that post Again Buu was the embodiment of evil and it took an outside source to change that.

He had about as much exposure as Frieza did up until RoF which was years after his unpopularity was solidified.

Cell had Freeza's cells in him. He got off on making people fear for their lives, something he explicitly stated to Trunks after their fight. He's evil because he enjoys it.
