There is a clear difference on how critics received Second Sight than users did. Those 15 reviews have zero chance of containing drive-by 0 'didn't play the game' scores. There are 29 critics for Control who played the game and gave it an equivalent score as users did for Second Sight. 29 critic scores isn't that much greater than 15 user scores. Critics are telling you one thing, the users another. So again, who is right here?

You answered your own question. Users tend to review games much more harshly and can give a game a 5/10 just because they dislike one element of it.

Well it seems that can be the case with new games that get tons of user reviews, yet that is not the case with Second Sight since that got more favorable reviews.
Isn't it curious how 15 user ratings for a game feel practically handpicked for quality compared to 418 ratings? I've been interested on a more serious note of seeing the difference of average review scores between not only critics vs user but forum vs forum.

From what I've seen of Control both games deserve a 7/10 so I don't particularly trust either but neither is so far off that they aren't a useful reference point.
