There are also a lot of other issues (translation quality and accuracy, writing, execution, OST, gameplay) but ultimately, it all comes down to the story since that's the main appeal of JRPGs.
Aesthetically is probably the best looking Atlus game but I'm not a grafixfag, so yeah, that's why I rank it as the worst.

Well, P5 is even more railroaded than the previous 2 games, you will not have much free time for half the game since Morgana sends you to sleep early, and there are way more cutscenes.
The battles still play the same, you ambush enemies, attack their weaknesses, then kill them with an all-out attack, all in a single turn.
