I think they can, but I don't like when having a good story or whatever is this end in deciding whether a game is great or not. Nobody ever talks about how Nier's combat is great (because it's a huge drag) and yet it's commonly cited as one of the best games of the generation? And I really have no idea why. At least with Breath of the Wild, the other big fellated game of the generation, there are all kinds of people making videos and talking about the things you can do with the physics and the items. Although I'm not a fan of open world games so I quit before finishing it.

To add to that, Nier's combat is far from a drag, it's perfectly serviceable for an open world game of that scope where storytelling is the focus. Same with witcher 3. I wouldn't go play a 2d mario game and then complain about the lack of story.

The most artistic quality in Automata relates to how it uses game uses the characteristics and conventions of being a video game, not the raw plot itself which would not be noteworthy in another format.

The combat isn't some finely balanced ultra tuned thing because it's a fucking RPG, but to suggest it's outright detrimentally unenjoyable is absolutely fucking ridiculous.
