Legendaries tend to have quirks to them. Whether those quirks are good or not depend.

You right. Although I've stuck with the same rare grenade for the past 12 or so levels and it's still the best I can find. This is the only exception tho. Generally greater level beats out the lesser level but it sometimes takes a few levels to find anything on par with your current setup.

I finished 1, burned out, couldn't really pay attention much to the story or characters. 2 I couldn't get into and I couldn't actually stand some of the characters in the game or attempt at "humor". How's this shit? I'm not a fan of Randy Bitchfork but I'm still interested in knowing if it's just Borderlands 2 with different visuals or something good.

Rarity class means more more mods. More mods doesn't always mean instantly better item if the mods are shit.
Uniques aren't generally supposed to be the biggest dick weapons, in most loot RPGs like Diablo or PoE well rolled magics or rares are generally better than unique/legendaries can ever get. It's no different in Borderlands.

I've been using a level 25 to my current level 35 character and its still the strongest weapon I have lol. I'm just going to carry three other annointed guns for their carrying buffs. Game is too easy even on true vault/mayhem3. What the FUCK randy.

Guns are made up of different parts. Some parts are better than others. Not better in that they have a higher gear score, but better in the fact that they make the gun more accurate / more damaging / etc.
This was extremely important in BL1 as you could get many blues / purples that rivaled legendary guns if they had the right parts.
Its less of a thing in BL2 / BL3 (they re-worked how parts work, in many cases parts are much more likely to come in groups for some stupid reason so many guns are similar), but it still plays into things.
You can also get legendaries with different parts.
