Initially, when the 360 had the biggest install base, it got a lot of early Japanese support. It wasn't until the Japanese realised the console wouldn't really take off in Japan and that the western Japanese fanbase was more dominant on the PS3 that they shifted focus.

I thought every game had speed runners but after watching clips of this game that I played when I was in first grade, I learned why. The combat in this game is pure rng, not even a joke. Who thought this shit was a fun mechanic?

It's fair that most people wouldn't remember anymore but Microsoft actually tried really hard to appeal to the Japanese audience at the start of the 360's life. That's why you had so many exclusives like Cave shoters, VNs like Steins;Gate, and even Idolm@ster was a 360 exclusive at the start. Microsoft really wanted a good foothold in Japan since the original xbox was such a failure but even if the dev support was there, the audience wasn't. Ironically, the console became known as an "otaku" console due to all of those games being on there while the ps3 and wii was the normal person's console in japan.

Most of that had less to do with Microsoft specifically targeting Japan and more to do with Sony having very strict requirements in their certification process that ran counter to a lot of these games. For example, the reason the 360 become the de factor shmup console was because Sony would often refuse certification to shmups for silly reasons, e.g. the game was in the "wrong" aspect ratio. They relaxed those restrictions when it became apparent they were losing that gen and that's why it was only going well for Microsoft in that regard in the early days.
