Because it was a very fun, well polished game with fantastic graphics for the time. It's not a hard concept to understand.
Try playing Mercenaries, have a high combo score and you hear a chainsaw and you're out of ammo and tell me it ain't scary.

Resident Evil was never "genuinely scary" unless you were under the age of 12
RE 4 was good, it just had less emphasis on planning routes around an interconnected map, which is what makes the original games interesting
Luckily it also had less emphasis on fucking terrible puzzles, which was the bane of RE 1

That was so disappointing for me. I was expecting a metroidvania style map before playing the game because it's RE. I thought that a connected map would be perfect for a game with such gameplay mechanics and tech but meh, anyway at least the village was somewhat like that.

1. RE wasn't "genuinely scary". Matter of fact, RE4 has atmospheric moments that rival the worst of the original RE games.
2. RE4 wasn't the first to go for a more action oriented experience, 3 was, you fake classicfag
My favorite in the series is still RE3 just because of childhood memories, but RE4 is undeniably good.

It moved on to making genuinely tense survival horror and it worked just fine, at least for this game. Its a different kind or horror. You can't be mad something good eventually led to something bad later on, it's its own thing.
Regardless of the hate and change it caused, this will be on next gen consoles again and again and again after that. As it's been posted itt, the game revolutionized the action genre.

Nah, like I said earlier ITT, RE4 doesn't have consistently great atmosphere, but when it nails it, it fucking nails it.
