COD4 came out in 2007 because of how popular Battlefield 2 was which came out in 2005 because of how popular Desert Combat was (which came in 2003 as a mod of BF1942 which came out in 2002) and that was unrelated to 9/11 and before the "War on Terror" had gone fery long.
COD4's story has more in common with Desert Combat/BF2 with a "middle east coalition or unnamed fictional country" and the old post-soviet collapse trope of "Russia goes through an ultranationalist civil war" joining than it ever had with real life 9/11.
The Arab bad guy isn't even shown to be anything but another military dictator not a "terrorist" or jihadist, and is just another pawn of the Russians.

The plane collapsed at an angle, exploding the moment the jet engines hit the building. The people on the plane didn't die instantly, they felt the initial shock from the impact, the thing that killed them was the actual explosion, which occurred some seconds after.

The way the building is designed, the hull of the plane would have housed some forty to fifty survivors, on a good day, but that fire cooked everything within a couple hundred meters.

9/11 was such a huge joke on this website, I don't think people will ever understand what it was like for citizens who were in the middle of it at the time. For outsiders looking in, it was probably just another thing. Like a natural disaster. For people actually living here, it felt like a literal warzone. No trains, guns everywhere, smoke always in the air, people couldn't even so much as ride the bus without feeling stupid.

Tons of people died in the aftermath too. The glass from the building shattered into fine pieces, mixing in with the ash and smoke, and gave tons of people throat, lung and heart damage from inhaling it. If you lived down there, you were about 40% more likely to die just from the air alone.
