He's wrong. Dunmer and Bosmer are fine even if the latter are a bit nutty. It's Altmer specifically of the (((Thalmor)) bent you need to be worried about although it can be difficult to find an Altmer that doesn't support the Thalmor and it's best to avoid any Altmer in a position of power.

Neither work all that properly. One puts vanilla first person arms and animations on a third person body, and the other doesn't have any of that head turning with your cursor stuff. In LE I just used IFP and it worked great with no problems. I also liked being able to turn and look using just my head without having the janky ass animations of zero transition between them because the entire body turns with the other first person mod.
