No one calculates and tests the exact power and minnimum specs you need to run a game. So they just post their own computer they're sure it'll work on. The exception is you're using an engine or framework that expects your computer to have modern functionality even if it's a very undemanding game. Don't expect a "pixelshit" retard to understand that though.
Pixel is an artstyle like any other. It doesn't mean you'll be programming your game in low-level languange, and abiding by other restrictions. No reason a pixel game can't have particles, physics,or sprites bigger than 8x8 with only 8 frames.

Any engine you use will have a bare minimum set of specs all games using it will need, even if you just make pong. And certain functionalities and utilities used to make or used within the game may not run (well) on older hardware. If I make a version of Pong aimed at Windows 10 then you are never going to run it on a windows 95 machine or on your phone. If I make a Nintendo 64 game, you won't run it on your computer without an emulator.
