The way I see it, is that his basic A moveset will be swords, with down-B switching beam katana, and every other B move be Punch/Kick/Wrestling based.
That, and then an Inkling style recharge.

really? I would have thought Nintendo would publish the game considering just how much they helped push and published TSA not even mentioning the fact that they let Suda the Zelda IP for Majora's Mask shirts

According to the fact sheet from E3, Marvelous is publishing. Nintendo did not publish TSA, they only distributed/advertised it in NA and EU. It was self published worldwide. That said, they did have a fairly large hand in TSA. They put Valhalla games on assisting and even had Suda make edits to cutscenes.

They probably would have published it, but it seems like Suda just wanted it to be an indie thing. Keep in mind, Suda sees TSANMH as a new IP and not a proper NMH game. That's why both the Nintendo and GhM E3 tweets make sure to specify the next "numbered" entry. It seems like Suda traded publishing rights of TSA in exchange for funding from Marvelous for NMHIII. They went from having 15-20 people on TSA to ~100 before they even got sales data. I imagine Nintendo might have stepped in to publish, but it was probably easier to just let GhM/Marvelous work it out since they co-own NMH.

Yes, and they are credited in TSA. Warner Bros owns Lollipop Chainsaw, EA jointly shares SotD (I think). I think GhM owns Killer is Dead though.
