Everything is shiny and looks like paint and plastic, and there is a blur around the edges of the screen to make it look like you are viewing something very small from close up, also known as the diorama effect. It's supposed to look like a toy.

This game's plastic look is its strength, since it is being intentionally used to evoke a certain aesthetic. Most of the time when you see plastic looks being criticized in when the plastic works against the desired aesthetic.

If you have them without rhyme or reason, then people will think that the composition is terrible, while if dissonances are used with intention and good thinking, then they can be used to access affects and colors that you couldn't get to normally.

Honestly I could understand why they would try to argue that. Apart from the simplistic designs and shaders nothing about the actual models indicates that they're meant to be toys, and I feel like this holds the game's art style back. It would be nice to see articulation, seams, and maybe some wind-up keys on enemies. The game feels like its stuck between trying to have a toy-like aesthetic and being faithful to the original game.

Wind Waker is an example of a cartoony game. This game in the OP's pic looks like a mix of a stop motion aesthetic and toy like aesthetic. When I zoom in it looks more stop motion than toy like but in animation it will probably be more toy like. I couldn't imagine a game trying to be go for a stop motion aesthetic since so much of its charm is in the movement of characters.
