She's as popular as she has ever been, but not many people use Saber in the game because she just isn't strong. Single target NPs outperform AoE NPs in every area except farming and there are better servants to farm with. Her skills are lackluster, with the only decent one being Manaburst. She's getting another skill in 2020 that is slightly more useful, but, again, she faces stiff competition. There are a LOT of AoE Saber NPs out there and a lot of them are better than Artoria.

She's still a 5 star waifu though.

1) don't waste your quartz
2) don't dismiss common servants, some can be very useful
3) keep your Mash well fed
4) try to befriend as many whales as you can
5) try not to waste your APs
6) don't miss events

Use Robin Hood and Cu Chulainn. They are common 3 star servants who are as powerful if not MORE powerful than some of their 5 star counterparts. Robin Hood in particular has absolutely insane single target damage output thanks to his Poison skill and his Noble Phantasm. He is hands down your go-to servant if you NEED to kill a Saber immediately. Since he is so common as well, you can easily upgrade his NP to max level.
