Given the sheer disparity in content portrayal, putting Slayer into Smash wouldn't be anything close to indicative of what he'll be in Eternal and risks making him feel like an empty shill pick and something of a black mark among the DLCs. Dragonborn at least has the fantasy elements on their side to circumvent that and has more chances of better representing the game they came from in full and cast a wider net which means more money and exposure.
