Layering isn't used by anyone other than Blizzard as a method of artificially deflating server pops so people don't have to stand in an actual line for three hours to finish a quest. It's ABUSED by players who are aware of the quirks of the system to greatly accelerate their gold gain and farming and fuck up the experiences of other players by hurting the economy. You can't phrase it like they're "using" layering like it's the quest tracker.

What passes as an exploit is a grey area. Technically wavedashing is an exploit and so are many techs in several games. They only really patch them out if it benefits the one player above others or does not fit whatever intent the company had.
Sometimes it's clear it's an exploit because it looks and works wonky, others it almost feels like it's part of the system.

But it being Blizzard I'll go with them being assholes because they have a pretty long history of fucking up, then banning players to wuickly cover their fuckups.
I mean this is happening because they put layering to begin with.
