Nightdive Studios. They re-release old computer games including System Shock, they haven't made their own game. Although, like you say, since it's a remake they don't technically need to have any of their own ideas.

When they say low poly for the mutant they're not meaning they want it to look like a 3d model from the 90's
Usually you make a highpoly model of something with alot of it's details like wrinkles and scars being physically sculpted. Later you make a a lower poly version of that model and relegate those smaller details to normal maps, bump maps and other shaders.

I have to say I can't agree with their execution on pixelating everything there.
Just that specific method, because it makes everything look fuzzy and compressed, and not in a good way.
They need to move that into an optional shader while authoring their content in high-res with sharp, clean lines.
Their work flow on the aesthetic already makes it look great in that style, but making it look muddy like that goes too far, imo. They could get similar results through a shader people could toggle.

I actually don't know if that video is just horribly mashed with compression; The earliest look of the Unity demo and then the first batch of new assets they'd made since going back to the classic style on Unreal, was pretty much perfect. It was sharp but still subtle pixilation like the textures weren't being filtered.

That's the way to do it.

But what they're showing there is a bit heavy handed. Less is usually more.

Almost looks cel shaded. Never got that vibe from the earlier material.

Err that doens't look cell shaded at all.
Cell shadings whole deal is having hard lines of shadow. if its "almost" cell shaded it wouldn't be cell shaded.
