I would not, under any circumstances, call him a genius, not would I a hack. He's clearly talented and well adjusted enough to know his limitations and work hard within them. Undertale was a passion project and a fantastic game and despite being slightly overrated due the overzealous fans, he deserves every modicrum of success he's earned.

I can see why you'd think that, but I think his second criticism on him as a story teller has to do with calling him a 'genius'. He was critiquing undertale based on the assumption it is a work of genius, which it isn't, and he lays out in a pretty general way what separates the works of amateurs from the works of genius when it comes to story telling.
