Which one? 3 or 4?
3 had too much of a focus on story and locked things behind said story. The map also felt smaller and was less diverse in regards to environments. The tether stuff and the jetpack were pretty damn cool though.
4 did some things right in regards to the diversity of environments but the missions you use to liberate areas with become old real fast. This time the jetpack was a preorder bonus and it feels very gimped compared to the one you get in JC3. And while the new tether mods are kind of cool (you can attach balloons to people) they do feel a bit chaotic or not so well thought out. I also think there was some big complaints about the water being PS2 quality.
