The license is to circumvent the law and allow players to get their full earnings. What some players don't like is the potential arbitrary nature of the licenses and that they don't exactly know what JeSu's interests are. But Capcom has offered licenses to every Top 8 players in SFV so far. The fear is just that they have the power to not offer them.
