There are racing games that don't cheat. At the very least, no rubberbanding. Most Wipeout games don't have it. A lot of ones on the N64 specifically didn't for some reason. Off Road Challenge, Top Gear Rally, Extreme G, Beetle Adventure Racing, San Francisco Rush 2049, AeroGauge...
They also tend to have groovy as fuck OSTs. I'll link a couple favorites.

Basically any RPG or Strategy especially older ones cheats whether it's making decisions after your move or having unfair advantages, there are also probably a good number of Action and Adventure Games where the AI variant of a weapon or combat style is just objectively better than the player's.

Why do seemingly all strategy games do this? Is there some inherent issue with bot players that makes them unable to be made "smarter" on harder difficulties? Why can't they just be made to be more precise in army composition and tactics?
Why do they just essentially get cheats to be more difficult for the player?

I've actually been able to play this one to my advantage in the past, 3/4 of my doubles team was very vulnerable to ice so the game kept throwing bulky water types with blizzard at me, so I built my team around countering it while having a type disadvantage and as a result the battle subway got easier in the higher levels because it was trying so hard to send out things that I should be weak against.
Hotline Miami 2, specifically on Hard Mode where the enemies are full aimbots.
Jedi Knight 2: Jedi Outcast, during the first fight with Desann, he has god mode on and cannot be defeated.
Skyrim, Miraak has no shout cooldown.
Most NPC invaders in Dark Souls 2 read your input to roll on the frame your attacks would connect every single time, have high poise despite visibly wearing low or no poise armor, and have huge resistances against all forms of non-physical damage.

The in TFTD doesn't cheat, the ayy lmaos just have ridiculously overtuned stats and the maps are designed to be bullshit hard to deal with.
One of the biggest issues with AI in strategy games is that they typically aren't good at micro. All you need to do is realize how shitty the pathfinding can be in some RTS games and realize that the same AI is responsible for controlling the AI's army.
What the AI is good at is macroing, because it's very easy for developers to give them a set build order and for the AI to carry it out perfectly.
This is the reason why most RTS games simply let the AI cheat by giving it more resources at the start of the game. If a player does a very early rush in an RTS, the game almost entirely boils down to micro over macro. By giving the AI a massive advantage at the start of the game, this prevents the player from just rushing them to death because the AI will simply be too strong, even if the player has much better micro.

They go down easy though, but then again, everything dies like a chump to big boy STR builds since you can easily mow down mobs with your wide swings and big dick smashes
ultra great hammer class weapons are especially busted since many of them have 2hR2's that down or stagger most standard foes on hit, this is part of the reason why 3 made it so you have to do a full charge R2 to get knockdowns or knockback now

You can do that too. Most people just don't because they a ton of shit weighing them down while bandits only carry that one set of armor and whatever weapon they're using.

Now that is some funny shit. I never had any patience for any battle facility except to try it out, because I variably by the 5th or 6th battle I can already see the blatant bullshit.

Yeah, I ended up with a strategy of basically leading Sultan Hakim to cities and convincing him to start the siege. When we inevitably won, he'd pull a modest garrison out of his ass, supplement his numbers with freed prisoners, and then we'd continue on to the next city.
this is a beautiful thing in F-Zero X because the physics still apply and they often suicide
