You have to consider that Hit and Run was the sequel to Road Rage, so they already had working models for him and it was little effort to include him.

The game is pretty unforgiving. Also Jerma made the mistake of doing it all in one continuous 12 hour stream. The body can't handle that kind of strain.

That's probably because Apu's voice actor (who also voiced Moe) got less and less comfortable with voicing Apu as the years went by, probably thinking he was too offensive or some shit, it's why they cut Apu from the show completely recently. Moe never had that ethnical stereotype problem, so that's why he's still around while Apu isn't.
